I would expect the word "promo" to appear on the packaging somewhere, but that's not always the case.
It would explain why this one copy has found it's way into circulation and why there are (so far) no other known examples of the movie on VHS.

More likely it's a bootleg release. Other than the intended cinematic release in the early 80s which got canned thanks to Sonenberg, I don't remember ever hearing of another commercial release being planned. Still doesn't take away from the rarity value.

Bootleg VHS? Promo? I am not sure none of these things are on the VHS but it wouldn't surprise me if it was a promo, that Jim Steinman VHS was a promo and had an interview on it talking about his experience before Bat Out Of Hell. Did you know Meat used to tell interviewers without provocation that he and Jim weren't gay. He said Meat said this cause he wasn't sure if Jim was gay. It was pretty amazing on how he see's Meat. It seems like he had a professional or perhaps attrativeness to Meat cause he looked like what he picture his diva to be, but he said on a personal level he is not really friends with Meat anymore its more of a professional curtiousy.

I don't belief this entirely I just think they've both been hurt and you can tell this is before there reunion on Bat 2 and he is just getting a little full of himself.
