It tells the authorities that the vehicle doesn't need road tax because its not road worthy!! And i've had 2/3rds of a bottle of wine so that previous statement is a bit of an achievement!!

also not strictly true.. it only states your licence plate (vehicle) shouldn't be used on the roads as its not taxed

We don't have road tax...at least I don't think so...we have some toll roads...where you pay tolls...but you can sometimes avoid those...
