I work under the Crime and Disorder Reduction Partnership in a borough near /part of Manchester. I haven't got precise figures to hand right now, but here
most crimes have reduced too. Again no figures but I was lead to believe this was the case all over.
Of course people have got to report crimes for them to be recorded, but I'm guessing that's why the stats use 'Serious' crime rather than crime in general. There is probably a reduction in people
reporting lower level crime though, due to a perception the Police can't/won't do anything and this maybe affects people's perceptions of crime and safety.
