RHPS gained it's cult status not because of it's quality (objectively, it's not a very good movie), but because of its following, with the audience participation and all that. You need a slightly quirky fanbase for a
cult classic, and from what I know about Roadie—I'm not big on Meat's acting, so I haven't it seen it—it doesn't have much going for it to base some obsessive devotion on. I mean, no one seems to care enough to whip up a needlessly detailed
Wikipedia article.
You can't just go "hey, a lot of people seem to like this movie, lets just give it a cult status." Well, you can, but I'm faily confident that it wouldn't catch on.
