I think that may be a photo with Meat the day of JFK's assassination. Meat has said he was in Dallas and went to Parkland Hospital after hearing the news. He's also said he has seen at least one photo of that day that he was in.

If you're interested in history take a look and see what you think. It could be Meat or could be just that I have a great imagination!
