All the venues have those rules if you read the back of the tickets, some just make a point of enforcing them, others don't.
Personally I've been to the RAH a few times, and I've never been checked for a camera nor when I took a picture with flash did I have it taken but if you're sitting in a seat where they can find you easily (boxes or the front row on the arena floor or even the top part where they watch you) I would use a flash just to be sure.
Also side note, if you're up high but seated, I don't know if the RAH has fixed this yet but if you're a little bit to the right. I hope if it rains you don't have your camera with you as there was a slight leak in the roof.
