As far as I can see, you are using Internet Explorer 6. In Internet Explorer, there's a menu called "Extras". Start again from there. As this clearly is a client issue, verify your Active Scripting settings. Active Scripting must be on. Do you see an error symbol like
in the bottom left corner of your Internet Explorer window? If so, double click the symbol, what's the error message? Try a different forum style. Do you have some crap like Norton Internet Security running?
