Interesting Kathy. My digi-pack copies of Objects and also Rock and Roll Dreams got a frosty coating on them too. I thought it was just me! My jewel case versions have always been fine. I don't know if it was a fault in the manufacture or if the card they used for the digi-pack wasn't acid free. This has never happened to any of my other CDs.
You should be able to solve the problem though. Try using a good CD cleaner (available from most record stores) and carefully clean the surface of the affected CD with a special CD cloth. It worked for me, but you might find the frosting comes back after a while so you may need to do it several times.
I did start cleaning mine as soon as I noticed the frosting. I can't say if any perminent damage would be done by leaving it there for a long time. I haven't cleaned them in a very long time now and I've just checked and they're perfect!
