No. That would mean 'Apostrophe's properly'. Meaning that 'properly' is possesed by the apostrophe.

I remember once being in a supermarket (I think it was in Asda) and they shut down one of the aisles because some clumsy twonk had dropped a bottle of wine. The sign read:
