The hushed speaking of this at around 9:03 in Going All The Way?.....is it just me or is that Jim?

It's the band. Unless it was sampled from before the mid 2000's, which is possible?
Check the booklet notes. The one drawback of downloads.

No specific mention in the booklet so i would guess it's possibly Randy as he is the only male member of the band listed as providing vocals.

It's funny people question whether or not Jim is on this track, because on one of the many versions of the demo for the musical it was featured in, I understand you can hear Jim in the "Say a prayer" section at a point when multiple voices are singing.

No, Chris, it's Jim. It's a distinctive sound. (And if Jim stopped singing after 1981, what's with all the Batman demos with his voice on them? :P )

Rory hasn't worked with Jim (or Meat) since the mid-to-late-Nineties. He's not on anything after Celine Dion (in Jim's case) or Neighborhood (in Meat's).

(To hear him talk on Facebook these days, I don't see that changing any time soon either, but I'd rather not wag my tongue.)

No. The solo demo of the song is Elaine Caswell (or Karine Hannah, depending on which you're listening to; Karine's has the extended coda in Meat's version), and the duet is Elaine Caswell and Marcus Lovett. Toward the end of the duet version, in the "Say a prayer" section, Jim is the first male voice that comes in behind Elaine. (Then Marcus is the second male voice that takes the high harmony.)

Rory actually is on one demo for that musical, but that's owing to a copy-paste of a backing track from an earlier version of one of the songs. :P
